Vessel Planning and Coordination Procedure
Receive and Update Vessel Information
Obtain ship structure and vessel profile data from the shipping line, including stack weight, TCG, VCG, etc.
Update this information in the Terminal Operating System (TOS).
Data Collection and Planning
Gather all relevant data such as BAPLIE, MOVINS, and exceptions.
Create a vessel plan (welcome package) for the assigned vessels after the cut-off time.
Dispatch the welcome package to vessel agents and chief officers at least 4 hours before the Estimated Time of Berthing (ETB), ensuring strict adherence to this timeline.
MTY Loading Process
Process empty container loading as per requirements.
Compare requirement lists from the line agent and vessel operator.
Coordinate with agents and operators to resolve any discrepancies.
Nominate containers for loading based on parameters like age, yard movement, yard location, and special instructions from the agent.
Final Plan and Communication
Finalize the vessel plan and ensure accuracy.
Dispatch the PRE EDI to the shipping line agent and chief officer for approval via email before the vessel’s arrival.
Discrepancy Reporting and Data Comparison
Prepare a vessel discrepancy report if necessary.
Compare TOS figures with PROMIS and store a copy in the shared folder for future reference.
Crane Optimization
Maximize optimization opportunities in the crane plan, considering Twin lift, Tandem lift, Dual Cycling, etc.
Special Cargo Handling
Identify and prepare for all special cargo (OOGs, Reefers, Break Bulk, sea-air cargo, IMOs, connection boxes, direct deliveries, re-stows, etc.).
Discharge Volume Evaluation
Evaluate vessel discharge volumes and compare them with the required allocation.
Import Container Management
Identify a range near the berth with sufficient space for import containers.
Assign locations to import containers.
Transshipment Container Allocation
Allocate locations for transshipment containers considering:
a. Berthing plan of the outbound vessel and Port of Destination details. Use historical data if details are unavailable.
b. Distance covered from discharge point to assigned location to loading point.
c. Line operator and container weight.
d. Container type.
This streamlined process ensures efficient vessel planning, coordination, and handling, maximizing operational effectiveness and adherence to protocols.
