Job Details:

Lead the day-to-day operation of PMO function to consistently deliver successful projects and programs of work by leveraging expertise in scheduling, document management, and site operation, while also supporting the Group Director PMO in driving strategic initiatives.

Job Responsibilities:

Represent DP World in a positive manner and promote the company’s values, culture, and principles
Prioritize safety and ethics to maintain a high standard of conduct and integrity within the organization.
Align the PMO function within departmental and organizational strategies to drive business success
Promote and enforce PMO best practices across the department for consistent and efficient project management
Ensure all projects adhere to PMO best practices and procedures to drive successful project delivery

Lead the development and implementation of a PMO Charter and Maturity Roadmap to improve existing services, develop new value-added services, and advance the maturity of PMO
Lead the implementation and maintenance of relevant department certifications (e.g., ISO9001) and develop plans, budgets, and resources to fulfil certification requirements, including planning, coordinating action plans, engaging with internal and external auditors, following up to close any nonconformities, ensuring all documents and processes are well documented and communicated. Assist the Group Director PMO in developing and implementing department-level governance and maintaining relevant documents (including but not limited to: Group Planning & Project Management Policy, Project Implementation Manual, PMO Charter, Project Life Cycle Process Maps, etc.) and their processes and procedures to ensure compliance and best practices
PMO SERVICES:

CENTRAL PMO:
Maintain a database for project and portfolio risks, lessons learned, changes, etc. and analyze trends, identify areas of improvement, and highlight potential portfolio risks
Lead project auditing to ensure compliance and best practices are being followed
Spearhead knowledge management best practices among head office and site project teams to promote collaboration and continuous improvement within the organization
Actively engage with the project managers and project teams to foster a risk-based culture by conducting risk management workshops and training to the project teams and support them with developing and updating project risk registers
Develop and maintain Project Management documents and forms to support project teams, improve team productivity and increase project success rate and customer satisfaction
Develop and monitor schedules on project and portfolio levels to ensure project progress is tracked and aligned with business objectives
Build competency to develop and deploy Earned Value Management on project and portfolio levels to accurately measure project progress and identify areas of improvement
Monitor and control project and portfolio health levels, highlight potential issues and possible resolutions to mitigate risks

SITE DEPOLYMENT & OPERATION:
Proactively identify and communicate schedule-related risks and issues to the project teams, proposing solutions where applicable to mitigate project risks
Develop what-if scenarios and schedule forecasts, as needed, to facilitate the decision-making process and ensure project progress aligns with business objectives
Review and provide guidance to the project teams on vendor (contractor, consultant, etc.) schedules to ensure compliance and best practices are followed
Support the site teams with project document control as well as communication with external stakeholders (e.g. contractors, consultants) to ensure project documents are managed efficiently and stakeholders are informed
Support the site teams with operating the Project Portfolio Management System and Document Management System when required to ensure project progress is tracked and reported efficiently
Lead the PMO Specialists to ensure PMO services are effectively deployed and monitored in all managed projects and programs of work (especially in the UAE) to achieve business success
Support global Site PMO teams with onboarding and providing relevant systems and project management training to ensure readiness and efficiency
Support the project teams in developing, updating, monitoring, and controlling project management documents (e.g., Project Charters, Schedules, Risk Registers, Monthly Reports, etc.) to ensure compliance and project progress tracking

Qualifications, Experience and Skills:
Preferably have knowledge of Agile methodologies in the capital construction domain
Min. 8-10 years of experience in scheduling and project management (preferably in capital construction projects); out of which min. 5 years working in a PMO function
Must be proficient in MS Project (desktop and online) and Primavera
Must be proficient in Microsoft 365 suite
Demonstrated knowledge of PMO types, maturity models, roles, and responsibilities
In-depth knowledge of the concepts and principles of project and portfolio management and their planning
Shows proven track record of leadership
Ability to work with local and remote teams from a wide range of backgrounds
Proactive, self-motivated, and able to work autonomously
Awareness of policies and procedures to ensure resources are efficiently used
Familiarity with industry and professional standards in the field of capital construction
Ability to work flexibly and quickly grasp knowledge of new knowledge areas, systems, and tools
Analytical thinking – acquiring understanding of a problem or situation by breaking it down systematically into its component parts and identifying the relationship between these parts
Must have a BSc. preferably in Engineering
Must have a Project Management Professional certificate (PMI-PMP)
Must have a PMO certification (e.g. IPMO-F -P or -E)
Preferably have a post-graduate degree in Project Management
